Quality Start Riverside County helps early learning programs provide high quality early learning experiences for children. Participating programs can choose to receive ratings, in addition to quality improvement support. The ratings help programs understand their strengths and where they can improve. Ratings also help parents understand what quality looks like and what kind of program is best for their child.
Quality Start looks at the following quality standards for early learning programs:

CHILD OBSERVATION
Programs observe their students to figure out what types of activities will help the children grow and learn. Also, they support children’s cultural backgrounds and home life.

HEALTH AND CHILD DEVELOPMENT
Quality programs support the overall well-being of children, paying attention to their physical, social, emotional needs.

TEACHER TRAINING AND EDUCATION
Teachers are trained and educated in how to best support and teach young children.

POSITIVE TEACHER-CHILD INTERACTIONS
Teachers engage with children in ways that are positive and build trust. Students learn how to communicate and how to manage their emotions.

TEACHER-CHILD RATIO
The number of children per teacher. More one-on-one attention means children feel more connected to their teachers. Classrooms are small enough so teachers know each student’s strengths and needs.

ENVIRONMENT
The learning environment should be a safe and healthy place for children to learn and grow.

DIRECTOR TRAINING AND EDUCATION
Well-qualified program directors help ensure that the program as a whole is quality-focused and supporting children’s development.

Ratings are measured on a 5-star scale. All of the ratings show that the program is committed to quality and is going above and beyond what is required to be a licensed child care provider in California. If a program’s current tier indicates “Rating in Progress”, the program is participating in Quality Start Riverside County, but has yet to receive their formal rating. If a program’s current tier indicates “Quality Improvement Participant”, the program does not participate in the formal rating process, but continues to participate in training and receive coaching through Quality Start Riverside County.
